Prime Minister Sir Keir Starmer has promised net migration will fall "significantly" by the end of this parliament - but refused to impose a cap on the number of individuals who will be able to come to the UK.
Without rules, "we risk becoming an island of strangers, not a nation that walks forward together," he said.
