What is a referendum?

Referendum is the process of direct voting to get the decision of a community on a single political question. Through referendum several nations have achieved independence. Most recently, South Sudan was created as an independent country through referendum. Scotland and Quebec both held referenda on the question of independence from UK and Canada, respectively.
What is Punjab Referendum 2020?

Punjab Referendum 2020 is a campaign to liberate Punjab, currently occupied by India. The campaign aims to gage the will of the Punjabi people with regards to reestablishing Punjab as a nation state. Once we establish consensus on the question of independence, we will then present the case to the United Nations for reestablishing the country of Punjab.
What is the objective of the Punjab Referendum 2020 campaign?

The objective of the Punjab Referendum 2020 campaign is to give the people of Punjab an opportunity to vote on their future political status. Once there is a consensus within the Punjabi people that independence from India is desired, we will then approach the UN and other international forms and bodies with the goal of reestablishing Punjab as a nation state.
What is the difference between Punjab Referendum 2020 and an official referendum?

An official referendum has an outcome that is legally binding on all parties involved. In Sudan, the United Nations administered a referendum authorized by the Sudanese government. Once conducted the South Sudanese people opted for independence. This decision was accepted by the United Nations and all major powers.
However, Punjab Referendum 2020 is an unofficial referendum where the outcome is not legally binding on India. Yet with an over whelming yes vote this unofficial referendum will start the process through which we will eventually conduct an official legally binding referendum in Punjab thereby peacefully establishing Khalistan.
How is an official referendum that creates an independent country conducted?

The official referendums that grant independence and create separate countries are conducted by:
  • a) The country currently occupying a territory agrees to hold a vote on the question of independence. Canada and UK agreed and held the referenda giving the people of Quebec and Scotland the right to vote on the question of independence; or
  • b) UN intervenes and negotiates an agreement between a nation demanding independence and the country occupying its territory, to let the people of the land vote on the question of independence.
What is the law regarding official referendums and peoples right to self-determination?

Article 1 of the Charter of the United Nations grants the right to self-determination to all peoples. International Covenant on Civil and Political Rights and International Covenant on Economic and Cultural Rights also guarantee right to self-determination for all peoples. Under UN laws, nations with a separate religion or language have the right to self-determination and can seek a referendum to gain independence from the country occupying their territory. India has signed and ratified all the UN laws that guarantee right to self-determination to the people on the basis of separate religion and language.

How can Sikhs convince the UN to force India to hold a referendum in Punjab?

As a primary body to protect and promote human rights of all people, the United Nations listens and acts when a community approaches them in a large number.
The aim is to get 5 million votes in support of independence for Punjab through the Punjab Referendum 2020. The result of the Punjab Referendum 2020 will then be presented to the United Nations with a request for them to intervene and negotiate an agreement between the Punjabi peoples and India for holding an independence referendum in Punjab.
Does the UN law require a minimum number of votes in support of independence to qualify for United Nation’s intervention?

No, UN laws do not specify any number of votes to qualify for intervention. UN law only guarantees right to self-determination to all peoples on the basis of religion and language. The target of five (5) million votes was set to show the UN the will amongst the Sikh community for independence of Punjab justifying UN intervention.
Where will the voting for the Punjab Referendum 2020 be conducted?

The voting in this unofficial referendum will be conducted in 20 countries. The countries will include the state of Punjab currently occupied by India, USA, Canada, UK, Australia, New Zealand and other countries of Europe and Asia.
What is the value of Punjab Referendum 2020 Campaign in the Western world?

Since 1984 western countries have granted refugee status to hundreds of thousands of Sikhs on the grounds that Sikhs are persecuted in India because of their religion and for supporting the reestablishment of an independent Punjab, Khalistan.
However, the Indians have consistently portrayed those who advocate for Khalistan as a small fringe group of extremists, radicals and even terrorists. Yet this narrative is anything but the truth. Those who advocate for the reestablishment of Punjab as an independent country want to do so in a peaceful and legal way. It is India that resorts to violence and terrorism against those who peacefully advocate for this cause.
An unofficial referendum will dispel the Indian propaganda that only a small number of Sikhs want independence and those that do are violent extremists and possibly even terrorists. Furthermore, it will expose India's commitment to democracy, or lack thereof, by their actions of refusing to recognize the results of the unofficial referendum or conducting an official one to resolve the question of Khalistan.
In addition, it will allow us to engage in dialogue with UN, Western nations and other countries that are interested in supporting the will of the indigenous people of Punjab. This dialogue will be a starting point to reestablishing an independent Punjab.

There aren’t many takers for Khalistan, although a section of Sikhs abroad continues to campaign for it. DGPC chief Manjeet Singh GK, on a visit to US, was assaulted by them. How serious are they?

As a community, Punjabis are known for their fetish for foreign lands. The dream of the majority of Punjabi youth is still to settle down abroad with Canada, the US, the UK and European countries among favoured destinations.
It is pretty well-known that almost every family, particularly in the Doaba region of Punjab, has at least one member abroad and several other members queuing up for a one-way flight to their land of dreams. The turmoil that the state faced in the 1980s and 1990s, in the wake of the demand for Khalistan and the clampdown by the government, accelerated the trend with more people wanting to be away from the dance of violence. The period also witnessed a large number of Sikhs seeking political asylum on the ground of alleged persecution in India. Some of them possibly had valid grounds for seeking asylum, but many others sneaked in under the pretext.
Peace was restored after a prolonged period due to a variety of reasons in the late 1990s, which left thousands killed and suffering for unaccountable number of their kith and kin who have lived their lives without their loved ones. Yet, due to the traditional resilience of the people of the region, almost all have moved on. The state has remained calm and peaceful over the last two decades with no major incident of violence.
The support that a section of hardliners had enjoyed during that period has withered away. What more evidence of this fact is needed than that popular votes in their favour has dwindled sharply and borders now on the negligible.




It is well established that the hardliners had been getting funds from abroad and even some political parties, like factions of Akali Dal, had been receiving funds for elections, etc




In fact, none of the candidates supported by such hardliners has been able to save their security deposits, much less win, in any election over the last two decades. There are certainly minor groups who off and on raise the bogey of Khalistan or try to fish in troubled waters, and there is a section of youth who have been made to believe that militant leader Jarnail Singh Bhindranwale was a hero, but the vast majority has distanced itself from the ‘movement’.
That, however, is not true for some of those who sought asylum or willingly left the country for greener pastures abroad. They appear to have stood frozen in time.

These people hold the belief that Sikhs living in Punjab are ‘oppressed’, that they are denied equal opportunities, that they are discriminated against despite the duly elected governments headed and dominated by Sikhs.
This section of the diaspora has not only refused to accept the changing dynamics in the country but has also indoctrinated its children in the same mould. They appear convinced of the alleged “atrocities being committed” against the Sikhs and ‘discrimination’ against them in various fields.
While some of them must be having, or would have been taught, to have strong anti-India sentiments, fingers are also pointed at them on the “actual motives”.

Leaders like Punjab Chief Minister Capt Amarinder Singh say that the organisations which raise such demands are “money-making machines” and occasionally raise banners to get funds from the rich Diaspora. He had refused to receive or meet the Canadian Defence Minister Harjit Singh Sajjan on his visit to Punjab for his alleged sympathies with Khalistanis. Later, however, he had met him following clarifications that he was not in favour of an independent Khalistan.
It is well established that the hardliners had been getting funds from abroad and even some political parties, like factions of Akali Dal, had been receiving funds for elections, etc.




The SFJ has been declaring that it believed in “ballot not bullet” and was seeking a referendum through votes not violence. It recently tweeted that either the Delhi Sikh Gurdwara Management Committee should pass a resolution to support Referendum-2020 or its chief Manjit Singh GK would not be allowed to visit the US or Canada, or any other foreign country






One of the most active of groups demanding Khalistan is Sikhs for Justice. The Canada-based group kickstarted its campaign to petition the United Nations with a demand for a separate state of Khalistan at a rally organised at Trafalgar Square on August 18. It was attended by a few thousand Sikhs from various countries even as a group of anti-Khalistanis held a rally a little distance away.
The ‘London Declaration on Punjab Independence Referendum 2020’ as the organisers called the rally, resolved to approach the UN and its member countries “to let them know about the independent state of Punjab that once existed and now seeks to be re-established”, as per Gurpatwant Singh Pannun of the Sikhs for Justice.
The organisation has launched a campaign for Referendum-2020, which asks Sikhs living across the world to build a consensus in favour of Khalistan and sign a declaration for the formation of a sovereign and independent country in “India occupied Punjab”.

Pannun said that “Sikhs are the indigenous people of Punjab and have a historical homeland, are a separate religion and have the right to self-determination” and added that “after an unofficial referendum in 2020, we plan to ask United Nations to get it done officially”.

The organisation had also put out posters in some areas of Punjab last year carrying photographs of Bhindranwale and asking people to prepare for Referendum-2020. These posters were pulled down and some sympathisers were also taken into custody.

While the vast majority in Punjab can see through the claims made by such organisations, there is always the fringe that is gullible. They believe that the UN can take a decision on forming nations!. During his recent visit to the US, he was physically assaulted and some campaigners for Referendum-2020 have been arrested for the attack.
Last year the members of Sikhs for Justice protested against Congress president Rahul Gandhi’s speech at the University of California, Berkeley. They held a demonstration and carried placards blaming the Congress for the 1984 anti-Sikh riots. They have been threatening to organise more such protests abroad.

Besides the US, Canada and the UK, some of these groups had been organising signature campaigns and protests in European countries. The governments in these countries had been allowing such activities as part of their policy for free speech.

Recently in the UK, a section of the Sikh Diaspora demanded that they be no longer identified as ‘Indian’ in the UK census surveys. They demanded a separate ‘Sikh’ ethnic category. The growing clout of the Diaspora is reflected in the fact that about 140 Members of Parliament in that country backed the demand.
However, evidently, such demands are not being made by the majority. An annual report on Sikh community in that country noted that 87 per cent of the Sikhs continue to identify themselves as Indians and had no desire to be counted as a separate group in official records.

There is now enough evidence of the Pakistan hand behind the militancy in Punjab. Some of the absconding militants and ideologues continue to get shelter in Pakistan and they have links with the like-minded Khalistan activists in other countries.

However, they appear to be living in a world of their own make belief unmindful of the ground realities in Punjab. They certainly have more supporters abroad than in Punjab.

Khalistan is a bad idea.

This thread is in response to pro Khalistan threads. I being an Indian Sikh feel appalled to talk about this idea that doesn't seem to be in line with the central idea of Sikhi which is all about 'Sarbat Da bhala'.

The opinions expressed are my personal viewpoint, all those who are not in line with my idea are requested to not be impulsive and provocative in case if you reply and a humble request be open to the 'other side'

Here are my reasons of why Khalistan is a Bad idea. I will cover Broadly six major factors. Politically, Demographically, Economically, Historically, legally, Ethically

1.)Politically.. It is really difficult to make a separate Sikh country. First of all let us be very clear that at this moment the UN or any Nation in the World will never support making of a Country based on 'Religion' after the ISIS fiasco in Iraq & Syria where a group tried to establish a theocratic state on the basis of Islam and Shariat coupled by Failure of Pakistan and a Chaotic Israel in the Middle East. Secondly, a demand with the name of "Sikh" Nation is least likely (or u can say very surely not likely) to get the support by largest religious community in Punjab i.e. Punjabi Hindus and Muslims.

2.)Demographically.. A request to all the people who are die hard Khalistan supporters please study the current demographics of Indian Punjab, Pakistan Punjab, Haryana and Himachal as both of them were a former part of greater Punjab in India. We just have one Indian Punjab measuring 50,000 sq km with a simple Majority of Sikhs around 57% (2011 census) rest all other states are either overwhelmingly Hindu or Muslim, so demand of Sikh Nation will ideally qualify for just a small piece of land which is the Indian Punjab that too without any Coastline, we either have to depend on India or Pakistan for the Trade. Then the most important point please spare a thought about the 5 million Sikhs (2011 Census) who are settled outside Punjab in India and the Gurdwaras (Two Takhts, bangla Sahib, Sis Ganj, Bandi Chor, Nanak Piao, Nanak Mata) which will be left out of Khalistan to which we currently have easy access as all are a part of India and which are maintained in a very good state.

3.)Economically.. To earn and churn money for a nation Govt needs to have multiple sources, if we just look at the current Punjab state it is heavily dependent on agriculture (that too takes a massive hit if the rains are less) apart from Industrial production houses. Other than that Punjab has negligible source, for example there are no Raw materials produced or mined in Punjab then there is no coastline and neither there is any income from Tourism except for Sikh Religious Places which cannot be kept for revenue generation. Then a major point that Punjab depends heavily on the labour from the state of UP & Bihar in India which will of course be blocked after it gets separated, thoughts must also be given as to whom the production (agricultural and industrial) can be sold to, currently all of the things get absorbed in India and some exported. Last but not the least the Banking & Finance sector in entire South Asia lags far behind when compared to Europe and North America or pacific, so thinking that we may make Punjab a future banking Hub will amount to a wishful thinking.

4.)Historically.. Now Talking about History, Many will claim that Guru Gobind Singh gave a clear message of making a nation on the basis of line 'Raj karega Khalsa'. Without arguing it further on ideal lines and deeper meanings let me take it litreally for now and ask you. Didn't we Rule during Maharaja Ranjit Singh's time? and didn't we loose our Raj due to our own mistakes giving in to an opportunist, expansionist British Empire? Also it is an interesting thing that in the entire History of Punjab since the time of Guru Nanak. Punjab has been ruled by Mughals, Afghans, Pathans, Sikhs, British and then Divided between India & Pakistan.. Sikh rule was from 1799 to 1849 (in which we started loosing territories after 1845) looking by that logic in a big span of five hundred year History Sikhs have ruled for just 50 yrs on that basis how can a Community lay claim on it? Going by that Tomorrow Iranians can come and claim Pakistan or entire India by saying their ancestors Ruled India for 200 yrs.. As a Sikh we may be biased but we have to have a look at it logically and ask ourselves will anyone will agree to such thing?

5.)Legally.. Analysing the legality of the issue the major point comes which land we lay our claim to? I have heard people quoting Maharaja Ranjit Singh's Rule to prove it's legality but then if that's the basis, where was his Capital and why we forget itr? It was Lahore that is currently the Capital of Pakistan Punjab and along with it the bigger Punjab happens to be in Pakistan even after combining Haryana and Himachal (Erstwhile Punjab of India). So then demand must be raised to Pakistan first instead of India then. Khalistanis counter this point by giving the reason of Sikh Population in Pakistan.. Well, then it makes us Sikhs stand in the dock , are we ignoring the deplorable crime committed by Pakistan against Sikhs and just selctively getting outraged at India? It's an unfortunate reality that Pakistan never allowed Sikhs to grow in their country and Sikhs are not even 0.1% of entire Pakistan where they use to be more then 10% (just Pakistan) while in India outside Punjab Sikh Population is well settled and run in millions, so are we giving a freeway to Pakistan then? Why we just cherry pick India and it's crime? Are we setting an example of selective outrage? During the Durbar Days the Dogras, Muslims, Pathans use to be loyal to Sikh Empire what steps been taken to take every one along..?

6.)Ethically.. By Demanding Punjab, that too India's are we sending a message to the World that Sikhism is faith meant to be practised only by Punjabis? In this Globalised World where we see Religions and it's practices becoming global (like Yoga, Tai Chi, Zen, Kung Fu etc.) we are fighting to make it shrink to just one state in South Asia? This will be the grave injustice to those Sikhs who are not Punjabis. Precisely this is the reason why Sikhism has been so limited in it's spread. It is also an indirect kind of an insult to org. like 3HO whose relentless efforts and prachaar got Sikhi the recognition of official Religion in Chile? How this was achieved? This was done by Amalgamating Sikh ethos with local language and Culture, separate nation in a particular geographical region will just tarnish the image of Sikhi as we may be and will be looked upon as people who are obsessed with Punjab and Punjabi Culture, how can then we spread Guruji's word to the World at large?

NOTE:Please read my points clamly and with open mind. It's my personal opinion and should be the opinion of many Sikhs like me as well (not all of course)

Multiple people have been charged more than two months after a large fight in a Greenwood #Sikh temple. The Johnson County Prosecutor's Office filed charges against 18 people, after a fight on April 15 injured nine people at the temple in the 1000 block of #Graham Road. #USA
